(AP) — Residents in parts of coastal North Carolina and Virginia experienced flooding Saturday after Tropical Storm Ophelia made landfall near a North Carolina barrier island, bringing rain, damaging winds and dangerous surges.The storm came ashore near Emerald Isle with near-hurricane-strength winds of 70 mph (113 kph), but winds weakened as it traveled north with the center of the storm crossing into Virginia by evening, the U.S. National Hurricane Center said. A 25-year-old Coquitlam, B.C., man has been charged with first-degree murder in the shooting death of RCMP officer Rick O’Brien.Police allege Nicholas Bellemare fatally shot the Ridge Meadows RCMP constable on Friday in Coquitlam during a drug investigation originating in Maple Ridge, B.C.The Integrated Homicide Investigation Team and the Coquitlam and Ridge Meadows RCMP detachments issued a joint statement saying Mounties were executing a warrant when an altercation began between Bellemare and police at around 10 a.m.Police said O’Brien and another officer were shot during the altercation and a third officer also sustained unspecified injuries. A man is dead and another is in the hospital after a shooting overnight in Lakewood.Lakewood police were called to a shooting in the 9000 block of West Virginia Avenue just after 12:30 a.m. Saturday, where they found two men with gunshot wounds, according to a Lakewood Police Department news release.Both victims were taken to a hospital.
